State of the Union Address

The State of the Union address is held in the House Chamber of the United States Capitol. The seating arrangement for the event is not fixed and depends on various factors like seniority and party affiliation. Every year in the month of January. Also, the president gives a speech to the congress in his first year in office which isn't usually called The State Of The Union.

The State of the Union address is typically delivered during a joint session of Congress. New Mexico was admitted into the Union on January 6, 1912 becoming the 47th state to join the union. William Howard Taft was President of the United States when New Mexico was admitted into the union.

All the Constitution says is that he shall do so from "time to time". And it need not be a speech.

Until 1934 this annual presidential address was given in December to sum up the year's events and set the state for next year's program. Since then it has been given in January in most of the years. The date is the president's choice and there is no law that says it has to be annual or given in person. In fact, for many years the address was sent in a letter and read by the clerk of the House. There were many different points of interest in President Obama's State Union Address in 2013. The three main ones seem to be gun control, immigration reform and minimum wage increase.

In the State of the Union the President traditionally outlines the administration's accomplishments over the previous year, as well as the agenda for the coming year, in upbeat and optimistic terms. At some point during the speech, the President usually says "The State of our Union is strong" or a very similar phrase. He also has to address the six main goals of the Preamble, which are as follows: How to form a more perfect Union (a better United States), Establishing Justice, ensuring domestic tranquality (ways to help us in the case of a natural disaster, or other events that help the people), providing for the common defense (ways to defend the United States), promoting the general welfare, and securing the blessings of liberty to ourselves and our posterity (our children).

The number of people who watch the State of the Union address varies from year to year. Approximately 33.3 million people watched President Obama's State of the Union address at the beginning of his 2nd term in office.

the constitution gives congress the power to set its own pay and also provide other compensations for its members. Today, senators and representatives receive $136, 672 a year. Each member also receives a number of "fringe benefits". For example, each member is allowed a tax deduciton to help keep up two residences, one in his or her home district and another in washington. Travel allowances cover the cost of several round trips between the home state and the capital each year. Members pay only small amounts for life and health insurance and for outpatient care.

This is one of the few duties set forth for the President in the Constitution. Under Article II Section 3 it states "He [The President] shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient."

Even though in recent decades presidents have typically used the SOTU speech as an opportunity to promote their policy agendas for the coming year, the "reporting" requirement in the Constitution actually refers to the previous year, and in transition years, to the previous president. For much of the nation's history, presidents responded in written form rather than with the speeches common today.
