No animal can be healthy or comfortable in a cage. It doesn't matter how large the cage is. I would not recommend having a tapir in captivity, unless it is for conservation purposes, but if you do have a tapir for any reason, it needs an enclosure, not a cage. Make the enclosure as large as you can, and make sure it is full of good plants to eat and areas for stimulation, like a pool.
