Child support has no connection with whether or not a custodial parent receives public assistance such as "food stamps". Child support is exactly what the term implies, support of a minor child/children not the adults in the household.

You can buy any foods with food stamps, but you cannot buy anything that is hot and already prepared, like some grocery stores sell hot chicken, etc, you cannot buy that with food stamps. Also no alcohol, cigarettes, paper products, etc. Also no fast food. I was on food stamps for over 10 years before I got off them last year.

First of all, I should make one thing clear: being "judgment-proof" is not a legal defense to liability.
