Harry Potter is not actually a theme park on its own. It is a large section of Universal Studio's Islands of Adventure. Universal and Disney are not affiliated with each other, so they do not run shuttles back and forth.
However, you can arrange with many of the hotels (assuming you are not staying at Disney) to use their shuttles. You can also set up private transportation through local companies. Mears is an Orlando based company that many theme park visitors use. There are also the options of a cab or renting a car. If you rent a car, parking at Universal costs around $10 a day.
