What is the value of a 1935 US 1 dollar bill with a blue seal?

$10,000 bills were never issued as silver certificates. All were either gold certificates (up to 1900) or Federal Reserve Notes (1918 to 1934), and all genuine ones are extremely rare.
If you believe you have a genuine $10,000 bill (e.g. it doesn't have the word COPY on it, or a giveaway phrase such as "Not $10000") you should have it inspected in person by a dealer or appraiser.
When was the first US 10 dollar bill printed?
$10 Demand Notes were issued in 1861, but these were interest-bearing obligations issued to help finance the Civil War. Some authorities, but not all, say these can be considered the first $10 bills.
However the first standard, federally-issued $10 bills that were not interest-bearing obligations were United States Notes printed in 1862.

No. Redemption of silver certificates was halted in the 1960s, when the price of silver was deregulated and the US stopped backing its money with precious metals. The government could no longer guarantee a fixed amount of silver for each dollar, and in fact the Treasury's stockpile of silver was sold off.
What is the value of a bicentennial 2 dollar bill?
Face value. Even though they don't circulate much, they're not really "rare"; they were a novelty when they were issued, and a lot of people stored them away thinking they would increase in value.
Fun fact: when NOBODY stores something away thinking it will increase in value, it does because it becomes rare; when EVERYBODY stores something away thinking it will increase in value, it usually doesn't since everybody's already got one... or a dozen.

Recent-date $1 star notes are generally only worth slightly more - maybe 50¢ to $2 extra.
How can you tell where a dollar bill was printed?
It's very easy to determine where US bills were printed so long as they're Federal Reserve Notes, Silver or Gold Certificates, or US Notes.
All US bills (banknotes) are printed by the Bureau of Engraving and Printing(*). Up till 1990 there was only one printing plant, located in Washington DC. Even though older Federal Reserve Notes (and current $1 and $2 bills) have a city name on them, that's simply the headquarters of the Federal Reserve District that distributed the bills - they were all printed by the BEP.
By the late 1980s the demand for bills had increased to the point that a second printing plant was needed. The Fort Worth facility released its first bills in 1990. They're identical to bills printed in Washington except for a tiny "FW" next to a plate position indicator, usually in one corner of the bill.
(*) Despite common belief, up to and including popular movies such as "Who's Minding the Mint?", the Mint does NOT print paper money. The US Mint only makes coins.
