They're plate-position numbers. Bills are printed in groups (usually 32) and the numbers tell which position the particular bill occupied in the grid.

A red seal on any US bill dated 1928 to 1966 indicates that it's a United States Note, a form of currency printed from 1862 to the late 1960s. US Notes were a kind of parallel currency that circulated alongside FRN's until they were discontinued to reduce the overhead of printing multiple types of bills.

So long as at least 2/3 of the bill is still intact, including one of the two serial numbers, any bank should be able to replace it with a new bill.

Remember, every bill has TWO serial numbers so unless someone tore the bill very creatively at least one of them should still be visible.

A bill with missing serial numbers can be worth up to a couple of hundred dollars depending on the nature of the error. For an exact valuation you'd need to have it seen by a professional dealer or appraiser who handles currency errors.

To explain how the error could happen, US bills are printed in multiple passes. Usually the seal and serial numbers are applied last. Sometimes, the sheet of paper on which bills are printed is accidentally put in the press backwards so the seal and numbers end up on the reverse side of the bill. This is called a flipover error. Other times, the sheet never goes through the last pass at all so it has no seal or numbers anywhere.

The US used to have $500, $1000, $5000, and $10,000 bills but they're no longer in circulation.

The last ones were printed as late as 1945 but carried a 1934 series date. Production was discontinued due to low usage, but the bills remained in circulation; up till 1969 you could ask for them at a bank. That year the government began a program of "soft withdrawal" as part of their efforts against organized criminals who were using the bills as a convenient way to move large amounts of money. The bills weren't officially withdrawn but banks were no longer allowed to distribute them and any that were received had to be exchanged for smaller denominations. Within a few years any remaining high-value bills essentially disappeared from use.

Unless part of another bill's design is visible on the other edge, it's probably not worth much more than face value. Alignment standards for US bills, especially older ones, are more lax than those in other countries where e.g. front and back images have to match up precisely as an anti-counterfeiting feature.

George Washington's picture hasn't appeared on any standard-issue US $10 bills. A portrait of Alexander Hamilton, the first Secretary of the Treasury, has been used since 1928. Before that many other individuals including Benjamin Franklin, Lewis and Clark, and Daniel Webster were featured.

Note that all current American bills have captions on them identifying the person pictured on the front and the scene or building on the back, so it's easy to find out who and what are shown simply by looking in your wallet.

Only about 42,000 of these huge-value bills were printed in the 1930s and they were used only for transferring funds within the Federal Reserve System. When they were no longer needed due to the development of electronic funds transfers, all but a few of them were destroyed. One was saved for display by the Smithsonian Institute in Washington.

$100,000 gold certificates have been widely counterfeited, often in southeast Asia, and sold to unsuspecting tourists as well as local citizens hoping for a get-rich-quick financial killing. The only people to make money are the crooks who make and sell the bills.

The US did not print any 10 dollar bills with this date. The closest years to 1952 were 1950 and 1953.

Make sure your bill has a green seal and says Federal Reserve Note across the top. 1928 C is a particularly scarce date and series letter; as of 02/2011 values for a circulated bill range from $200 to $650 while uncirculated ones sell for $1900 and up.

Despite its age, as of 02/2011 these bills retail for about $6 to $10 in circulated condition. A nice uncirculated one might bring $35 to $40.
