There is no magnetic strip in US bills. There is however what's called a "security strip", a plastic ribbon that glows under UV light. They're used in all denominations from $5 to $100 and were introduced with the 1990 series rather than 1991. The location and color of the strip are different for each denomination.

The brown seal and the banner across the bill's top front mean that it's a special type of paper money called National Currency. These now-unusual bills were backed by bonds deposited with the Treasury by the issuing bank.

Series 1929 National Currency was printed in two forms:

Either you have a fake that someone created privately, or a genuine bill that was altered. Either way, it would require an in-person examination of the bill.
