They're novelty items made by taking an ordinary $1 bill and pasting a picture of Elvis (or anyone else) over George Washington's image. If you peel off the Elvis picture you can spend it (as 1 dollar, of course).

They are not rare bills, if you ask your local bank for some they can order some directly from the Federal Reserve in almost any quantity you want. The only type of money that really increases in value with time are coins struck from precious metals (silver/gold/platinum/etc) or things with incredibly limited amounts or errors.
