Any D C stick welder can be adapted to TIG welding most metals (not Aluminum). Purchase a torch, regulator/flowmeter and hose, rent a cylinder of gas (preferably Argon) . Connect the TIG lead to the negative - post, your ground cable to the positive + post, set the flow at 15 - 20CFM and you're in business. You will have to scratch start to establish an arc. You will also have to guess where to set the amperage control on the machine. Practice will help with this.

I want to weld. A welder gas or electric is a tool of the pipe fitting trade . Call them up and explain you want to join. They will have you come down and talk to them. after you have joind there local union they will teach you how to be a fitter

or a welder. I you are all ready a certified welder through a vocation school that is more the better for you. my union in Dallas Tx local #100. have taken in good welders and put them right to work. First you have to prove you have the skill to make sound welds that will pass an X-ray. the health and welfare benefits or better than any other trade you can work in unless you go to work for Uncle Sam

Answer to your question is yes, there are a few if you watch Craigslist. The problem would be getting it, even if you can get a good deal, depending how far away it may be. The price range I see is generally in the $700-$900 range. I bought one by shear luck that was about 25 miles away about a year ago. I also was lucky on the price and only gave $500 as I recall. These MM200's were top of the line back in the late 80's and 90's. They are dependable and weld better than the new ones by far, so I would suggest you keep looking and if you find one at a fair price , jump on it

If you are driving across state lines to work and your vehicle;s GVWR is 10001 lbs or more then yes. Individual states requirements to work within their boundaries vary. However once you cross a state's boundary then you must obtain and abide by the US DOT regulations and your home and working state DOT regardless if you would not be required to obtain either state level DOT due to their rules. Once you get a US DOT then all other rules are in effect.

Good hand/eye coordination is probably the most important.

On a basic machine connect the torch to the ground (-) and the ground cable to the positive (+). TIG uses DCSP (straight polarity). Turn on the gas (argon) and set at 15. Trial and error for the amperage setting. That's it. More elaborate machines have a polarity switch. Set this to straight polarity. If it has a high frequency switch set this to START. If it has a foot control it may have a remote setting. Use that. Also set the amperage knob to MAX. Crank open the argon cylinder and set the flow meter for 15 unless you are working in a breeze then set at 25 or so.
