At the conference of Yalta in the Crimea in February 1945 the big 3 met to discuss several issues facing Europe and the world.

Firstly it was agreed that the USSR would help America defeat Japan, as Hitler was now defeated. However it was never neccassary for the USSR to help as the US had bombed Japan before they got to that point.

Secondly Roosevelt and Churchill allowed Stalin to set up a Communist Government in Poland (however part of this agreement said that they had to have other political parties within this Government; Stalin ignored this and made only a communist Government, this led to tension between the Big three).

Thirdly the big three all said they wanted to work towards democracy in Europe. They said this in the "Declaration on Liberated Europe". However there was problems with this as being from opposite political ideologies, Roosevelt and Churchill had very different ideas on what democracy was compared to Stalin. Roosevelt felt that democracy was having free election in which Candidates win the public votes. Stalin felt that democracy was a Communist Government who controlled industry; he felt that Communism was the only political system that fully looked after the working class.

Fourthly they created the United Nations. This aimed for peace with Europe and was, in effect, a replacement for the League of Nations which had failed during 1930's due to several reasons. The Grand Alliance hoped that this would be more successful.

Finally, the Big Three re-stated the agreement that the USSR should have a 'sphere of influence' on Eastern Europe. A 'sphere of influence' was an area of the world around the USSR where communism was 'respected' i.e. it was the main political system. It was originally decided that the USSR would have a 'sphere of influence' at the Tehran Conference of 1943.

Nothing was really discussed about the fate of Germany at the Yalta Conference. Germany was split into 4 at the Potsdam Conference of July 1945 a few months after Yalta.

Considering the actions Stalin took during the war I believe the cold war was inevitable. He was ruthless toward his own countrymen when he felt they needed to do things differently. For example - he refused food in and people out of the Ukraine during the war. He did not feel those who lived within the Ukraine supported his cause effectively and he literally starved his own. With that kind of man in control - I do not believe that he would have been stopped.

It was decided that Stalin and the Soviet Union would over take Berlin, and have control of Eastern Europe. This lead to tensions because Stalin forced communism onto the Eastern European countries, and as we know the US was anti-communist.
