By 2000, most people had a computer with the internet, something which would have been rare ten years earlier. Many people owned cell phones, but they were just phones back then, i.e. you couldn't use them as cameras, check your e-mail on them, or anything of that sort. DVDs existed, but hadn't caught on yet and most people owned movies only on VHS tapes.

As you probably realise we've already had that year and i assume technology was not out yet, actually i know technology was not out yet.
technology is getting quicker and quicker by the year and the pace that technology is accelerating I see no reason why they wouldn't have troops like these. I predict that this sort of technology will crop up in the year 2038.
