By and large Answers and WikiAnswers are popular sites. There is a small minority of immature people who seek to harm the site by posting sarcastic, snide, or otherwise malicious content, or who try to violate the rules in other ways, who become frustrated when their actions are prevented and reversed by site supervisors. But, the average contributors are happy with the service.
Why would you need a hearing if you are not violated
because the inventor of answers.com thought of that name and it has answers.com because you can answer questions....

Based on the actions of the user, Supervisors decide whether or not to block by looking at past and current contributions, and Supervisors also receive advise from the other Supervisors and their Mentors. If the Supervisor sees many reasons to block the user, the user is then blocked.
It is hard to say. For the most part answers are provided by the open community which could be anyone. The forums are watched by supervisors; like myself however. If you have a specific problem or issue please private message me with details.
