No you are not ! If (or rather when) you're caught, the penalty is a fixed fine for a first offence plus 3 points on your licence. Texting while driving in the UK is illegal - and quite rightly so ! It's the equivalent of 'driving without due care and attention'. You either drive the car or text - not both ! The only time you're allowed to answer or make a call while driving - is by way of a hands-free kit. Even then - technically, you're not in full control of your vehicle if your attention is diverted by using a mobile phone.
It is not safe to call or text while driving.
