No you can't, you just do not have enough resources for that. It does not matter how much infected computers you have, the number of computers in internet is more. And because for DDoS requirements (many computers sending requests to one particular adddress) you have to have all internet infected, nobody can do that.

Your internet, or the entire internet? Your internet: possibly, if you already have a slow internet connection, or if you have multiple internet pages open. The entire internet: No. If it did, even the SLIGHTEST bit, the internet would be nearly broken. Do you have any idea of how many servers are open this second? Probably hundreds, if not, thousands!

What virus makes your Internet go off?

There is generally not a virus that forces you off the internet. There is however a DDOS or Denial of Service Attack that could be taking place on your internet. If someone with malicious intent has gotten hold of your IP and network port (generally port 80) they can send excessive internet traffic into your router which will knock you offline for a while.
