The carriers will not activate service for one person on a device that belongs to another. There is little point in attempting to activate a lost or stolen phone, since second-hand phones are inexpensive. Most customers on contract plans get a new device every two years or so, so there are millions of unused phones out there to be had. And for signing up on a new 2-year contract, the carrier will give you a phone for "free." ("Free" meaning in exchange for your agreement to pay a set monthly plan cost for 2 years or pay a substantial penalty for an early termination.)
