Buffering means something is loading while you are watching, hearing or playing.

Lets say you are watching a YouTube video, you will see that the video will buff while you are watching it.

Buffering can not improve performance because there is nothing to buff in a computer.

You can increase buffing performance on youtube etc by either getting a better internet connection, plug in ethernet not wireless or buy some special software (people say it works but I havent used myself).
