I have the same thing. You cannot change the time or add more time without the admin's password. It is a mandatory, and without it, it will not let you do anything. Same for any other settings in Parental Controls.

When we bought the game, I found out that it had parental controls. It took out all of the bad language and sexual content. You still shoot people, but it is not as graphic as it is without the settings on. You even have the option so that the cutscenes don't play. Take this from a kid like me! I would say the best time to put it in would be during school, when they aren't home, but then again I wouldn't want MY parents putting in parental controls in MY PC. I understand that you want to know that they are safe, but I still wouldn't want anybody controlling what I can get on.
