Go to YouTube (click here http://www.youtube.com/) and in the upper right corner it will say 'Create Account'. Click there to start. (If that's what you mean, ignore the next paragraph-if it isn't, keep reading)
If you mean you already have a YouTube and want to set up your channel, click on your username in the upper right corner and a menu will appear. Click on 'My Channel'. Up at the top right below the search bar, it should have some tabs like 'Settings', and 'Themes and Colors.' Click on one of those to get started.
