You can't. The owner of the cellphone can set it to auto-answer, but the caller cannot change that setting.

Um,In my decades of owning cellphones...my first two ever. actually could have a callers phone forced answer... often you had to know that persons codes..
In my case, it was my wifes phone and could force it to answer and not go voicemail...and use what was a speakerphone option to 'loudspeaker' her to come to the phone.
Nowadays probably cant be done, but the techonlogy has been around.
