The icons represent programs that are running on your phone. All running programs eat up battery power. Shutting down programs after you use them will conserve battery life.

I assume by apps you mean programs preloaded. The way you would tell that is get an iPhone that has no apps and look at the icons. Those icons are: calendar, photos, camera, YouTube, clock, maps, notes, stocks, calculator, settings, weather, safari, mail, app store, phone, messages, iPod, contacts, iTunes, (voice memos on OS 3.0). I do not have the iPhone 3Gs so if there are more I don't know them.
