You can't dial 411 from abroad. If you are elsewhere in North America (in Canada, or in certain Caribbean-ish islands), you can dial 1-area-555-1212. Otherwise, you may have to call the international operator (instructions vary, depending on what country you are calling from).

First, you need to know the telephone number in full international format. That starts with a country code, such as +1, +44, or +679. (Country codes always start with a plus sign, followed by one to three digits, but never starting with 0.) You then need the city code and subscriber number.
