Generally, water damaged small electronic items such as radios and cell phones are uneconomical to repair. Try drying it out slowly in a warm place (not too hot), perhaps in an airing cupboard. Dismantle as far as easily possible, e.g. remove the cover, battery and SIM card, and wipe the electrical contacts with a soft cloth. Beyond that, you are in trouble if you can't revive it. Be careful with water in future!

You might also try putting it in a bowl of rice for a few hours. First take the battery cover and battery out, then place all components into the bowl of dry rice. It will help suck the moisture out of the phone better than a simple cloth or air.

if your cell phone gets wet, what i did with mine after getting pushed in a pool with my cell phone in my hand was take a baggy and put dry rice in it. fill they bag up about half way with rice and when i say a baggy i mean like a sandwich baggy. at the back of your cellphone there should be a pocket where you can take the battery or sim card out. do that or if you cant find it just leave it as it is. put the cell phone in the bag with the rice and shake it so the rice is every where on your phone. Leave it for about two days and come back to check it. If it still isn't working then leave it for another day or two. hope this works cause it worked for mine.
