If the handle make a complete or almost a complete turn, it has a washer that makes the seal to stop the water. This washer will sometimes come apart or come off the stem and get stuck in the opening for the water. Take the stem out and replace it. Shut the water off, there is probably a shut off under the sink, take the handle off. It is most likely held on with a screw in the top. The stem is held in with a nut. Take the nut off and the handle unscrews out of the faucdt. The washer is on the bottom of the stem and held on witha small brass screw.
