To make a site similar to Craigslist, you need the following items:

- A working knowledge of SQL and some programming language (PHP, Perl, and ASP are common choices).

- A server to host the required services.

- A domain name so people can find your site.

Once you have these components (which you can outsource to other people, as necessary), all you need at that point is a half-dozen database tables (user info, posting info, category info, etc), a few scripts to render the results to the web browser, and then upload the files to the server.

In all actuality, it's a little more complex than this, but considering that craigslist was made by one person, and even now only has 32 full-time employees, it's fairly obvious that the initial design took very little effort.
