On the iPhone (and I believe the Driod I had previously was the same way), you open the photo, then hold down on the photo, and a menu should pop up giving you the option to save it to your phone.

If you wanted to send someone a picture from Facebook who isn't on Facebook, then you would have to click on the picture from Facebook and save it to your computer/laptop/phone. I assume you mean an iPod Touch. To download a picture from the internet onto your iPod, you find the picture from the internet on the page its on, then you touch and keep holding it until it shows you the option to save the picture or to cancel. Press 'save picture' and it will save the picture to your camera roll at the bottom.
First, get the picture on Safari on your iPod. Then, tap and hold the picture, and then a menu from the bottom of the screen should show up. Tap the 'Save picture' to save and download the picture.
Save it and then upload it as your profile picture.
