So my question is: if I use my iPhone and go on a website, will that website data cookies save on both my iPhone and iPad since they're the same account?
Backing information up on an iPhone is simple and easy. All you have to do is sign into Google Plus and save everything to your account.
If you took the pictures yourself, then you just need to attach your computer via USB and then in "My Computer" there will be a device called Apple Camera in which you will find your pictures. If you found the picture using Safari, hold down on the picture and tell Safari that you want to save the picture and then follow the steps above starting with connecting your computer via USB. If the pictures are from an app, refer to the apps instructional guide (if there is one) on how to save a picture. Worst case sinario, you can save a screenshot of your iPhone by click both the sleep and the home button at the same time.
The email address can autofill if you've save it as a user name on any website. If his account was signed in to the browser and he accessed a different Gmail account then yes it is possible it would reflect in that accounts history.
