There are many apps in the App Store that let you do this, sadly though you have to pay for them.
I personally use AIM for the iTouch and iPhone to text (Both free and bought versions have this feature). It only uses wifi so its free.
the ipod itself cant text to cell phones, but there are apps that u can get to text over wifi.

The iPod touch is necessarily better, its different. The phone has more functions then a iPod does but using the phone as a game consul can cause your battery life to decrease drastically. Also the iPod has the ability to be used as a phone but only when you have wifi. So over all I say stick with the cell phone.

No. But if you have an iPod touch you can download VOIP applications(voice over internet protocal) such as Talkatone(free), textfree with voice(semi-free), or skype(free skype to skype but needs paid subscription or credit for other phones) and use the app to make the calls if you have a 2nd or 3rd generation ipod(plus the iphone headset with mic) or a 4th generation ipod touch(has built in mic). It will still not work as well as a cell phone as it is really buggy, but if you primarily just text and use the phone occassionally than it will work well.

No, you cannot control an iPod Touch through the internet. However, the iPod Touch does have the ability to go onto the internet, if that is what you are asking. You can do a remote-wipe if you sign up for a Mobile Me account and the iPod is a 4th generation iPod Touch, but that is the best you can do.
A Laptop would have tons more functionality over an iPod Touch, but an iPod Touch would be more convenient to carry around and use apps.
