Most wireless carriers can do this. Because most cell phones have a software lock, they must be activated as a prepaid phone on the same carrier (Verizon, Cingular, T-mobile, etc) for which the phone was originally activated.
Take your phone to a carriers office (or call in). Do NOT go to an 'authorized dealer' or 'licensed representative'. These dealers are not actually part of the company and are typically limited in the types of support they can provide their customers.

You can top-up a Virgin (or any other) mobile phone - at ant retailer displaying the green top-up logo. For Virgin mobile - simply pay at the till. They'll give you a receipt with a unique code on it. You can either call 789 to top up by phone - or text the unique voucher PIN to 789111 to top up by text.
