I got my first cell phone in 1993 or 1994, just around the time "everybody" got one, and the prices here in Northern Europe were pretty much the same as today - you signed a one year contract for the service and could get the cheapest models for as little as 1 USD after subsidies. (If anything, cell phones have become more expensive in those 15 years, the $1 phones don't exist anymore. Probably because the service has become cheaper, so there is less room for subsidies.)

Just five or six years earlier, say 1987, you would have to pay the equivalent of 3000 USD for a "mobile" phone you could install in a car, and even more for one you could hold in your hand.
