First of all you will need to have a web host. There are many around but I would suggest you look for a free one if you are just starting out. Just type in "free web host" into a search engine. Please note if you go for a free web host you will have a sub domain such as mysite.webhostingsite.com. If you wanted just mysite.com you would need to pay for a domain.
Once you have set that up you should have information about the server and how to upload files. You will need an FTP address, username and password. In Dreamweaver click Site followed by Manage Sites. Click on the site you want to upload (if you have not created a site in this way click New and select the directory where your files are (under Local Site Folder)). After that click edit followed by Servers (on the left). Click the plus icon to create a new server.
This is where you will need those details. First of all the Server Name is only what Dreamweaver refers to the server as. It does not matter what you enter here. Where it says FTP Address enter the FTP Address you were given (could be in the form of ftp.mywebsite.webhostingsite.com). Enter the username and password you were given in their respective fields and click Test. If Dreamweaver connects correctly then everything is fine. If not double check everything you have entered. The root directory we will come back to later. The Web URL is what people type in to get to your website. Next click Save, Save and Done.
On the right hand side where all your files are click the icon to the far right (at the top of the files section). On the left side is your remote server. Click the icon that you are prompted to click. Most FTP servers have a file such as "DO_NOT_UPLOAD_FILES_HERE" or something similar and have a folder such as "public_html" or "www". You want to upload the files to this directory. If there is a folder like this go back into the server settings (follow the steps above) and where it says root directory enter the directory name (for example "public_html/" or "files/public/html/" or maybe "www/"). Save that again.
Now you are ready to upload your files. Close the expanded view that we opened earlier. You need to make sure the homepage is called "index.html" (or other file extension such as .php .htm etc.). Click the top folder (should say something like "Site - mysite. webhostingsite.com") and click the up arrow just above. Say yes when it asks you whether you want to put the entire site. Once the upload is complete you can navigate to the website and see if it works. If it does not double check the steps above.
And there we are. You now have a website uploaded to the internet.
If you need any more help there are some links to guides I found in the Related Links section below.

It's a metaphor. A dreamweaver catches dreams. You weave them into what you want them to be. As if the program were your Dreamweaver for web design. Weave your dreams.. Make the website.. of your dreams.. Following me? xD (should be obvious, though..)
The best website design software is Dreamweaver. It requires some HTML knowledge, but is very versatile and you can accomplish anything you want with that software.
