They will be able to obtain the records from the phone company. Such 'pranks' are considered criminal mischief because they endanger the lives of other people.
I can't be sure unless I'm part of them but I would imagine, as with 911 they'd want to be able to identify a caller if they called and said they were in trouble and lost consciousness so I would say they can probably trace and locate any number calling them. Will they is another question. I doubt an agency like that would bother to try to find you if you called will a simple joke, however if you called telling them you were in trouble and then hung up they may try to find you to help save you.
IMHO though, if you prank called poison control, you should be punished. Just like with any emergency agency, they are there to help people and don't need people blocking up the lines with fake calls.
