Usually when you get a phone nowadays they give you a connection to connect your phone to your computer and just add it to the internet! if you don't have that you just e-mail pictures to your computer.
If you have a computer with the pictures on it, then plug the PSP in with a USB to Mini USB Cable, open the memory stick on your computer, and drop the pictures in a folder labeled PHOTO, or PICTURE. I'm curious though, how did you submit this if you have no internet.

No, so far there is no ipod touch that can take pictures. The ipod touch can only hold pictures that you download from your computer or the internet.
