This could be caused by many different issues (or a combination of issues). Here are some examples:
1. A faulty battery. Get a new one from your carrier or from your phone manufacturer's website.
2. Damaged battery contacts. Your phone might need to be sent to the manufacturer to be repaired (unless you happen to have new battery contacts that you can install).
3. Water damage. Take the battery out of the phone. Rinse the phone in distilled water (not tap water!). Then, let the phone sit in a warm, dry place for 24 hours.
4. Software issues. Either find the software online and install it, or ask your carrier to install it for you.

The charger might have something wrong with it. Or the battery is shot. Go to the shop where you got your phone and show them your charger and battery see what they say.
You can use a universal charger. Usually they should charge any battery under 4.8v.
that means you need to charge it using the mains adaptor that came with the phone. you must of used it too much so every now and then you need to charge it or it wont work..

If your phone just wont charge (but still turns on) - it's the battery at fault. If a new handset (which will also include a new battery) is not much more than the cost of a replacement battery - go for that option.
