The people responsible for the visual design of a webpage (or a whole website) are called web designers. They generally, but not always, have a background in the visual arts.

Once the designs are finished, its the turn of the web developers to combine these visual elements with the nuts and bolts of the website (the programming code and technologies that make the website functional). Web developers are usually computer programmers, though sometimes they may combine visual design skills and mathematical abilities/programming knowledge.

Occasionally, you may see a separate term website integrator employed to describe those who take the web designers' visual design and apply it to the web developers' ready-made technical code, without actually being responsible for the either the design or the programming of the website.

Finally, for smaller websites, if there is only one person responsible for everything (designing and building), they are called the webmaster. This term is also used for larger websites to describe the person or people responsible for the daily maintenance and operation of the site (including keeping it working and its content up-to-date).
