To begin, when you say "software" I take that as plural. Because there are several programs involved. To start a basic web page there are programs such as, Dreamweaver, Coffee Cup, MS Frontpage/Expression Web. Those are the mainstream. I personally use DreamWeaver by Adobe because of its features. Expression Web is okay, especially for beginners.
