To ring from America, first dial 011, then 353 and then the first part of the mobile number, ignoring the 0, and then the rest of the number. Making international call usually requires that you start with 00. Ireland's international dialling code is 353. To get Dublin, you add 1 to that, so the answer would be 00 353 1 and then follow that with the local number.

You'll need to add 0061 to the start of the number.(To call out of a country, you add the "International Dialling Digits"- 00 for Ireland.
