I needed to call from Aust to the Philippines, so I typed "international dialling codes" into Google and it told me all I needed to know. You'll need to add 0061 to the start of the number.
(To call out of a country, you add the "International Dialling Digits"- 00 for Ireland. To call into a country, you add the "Country Code" - 61 for Australia.)
