I think those are two separate things. Whitehall is like "The White House" or "Buckingham Palace" -- a place name that stands in for something else, in this case British governmental administration. Infighting is just that -- argument or discord within a given group. So 'Whitehall infighting' would be disagreement within the ranks of the administration, which should theoretically all be pulling together. Mixed messages means that a given person or group is confusing listeners, for example by saying one thing "we support group X" and doing another (defunding group X). If there is infighting at Whitehall, the mixed messages might be coming from two different parts of the administration "we need to invest more in X" vs "we need to invest more in Y".
