In internet jargon a "troll" is someone who posts commentary intended to provoke a strong reaction. Trolls can range from the obvious (obscenities, slander, rudeness) to the more subtle (well-phrased but flawed arguments.)
The best known way to deal with a troll is not to "feed" them, that is to say, deny them the reaction they desire. As a result, dedicated trolls have had to become very skillful in couching their trollish behavior within seemingly innocuous correspondences.
Since trolls have become more and more subtle, it is sometimes difficult to tell if someone is genuinely expressing themselves, or simply trolling for a reaction. Someone who "smells a troll" suspects that they may be unknowingly feeding a troll.

In "Harry Potter and the Prisoner of Azkaban," to move the third troll, you need to place the dung bomb in the corridor outside the girls' bathroom. This will attract the troll's attention, allowing Harry, Ron, and Hermione to distract it and help Hermione escape. The dung bomb creates a foul smell that lures the troll away from the area.
