Well an interesting question : Google target Market is its users i.e as for now google has not defined who should use its services , if you dig deep inside google history you will get to know that Google began in March 1996 as a research project by Larry Page and Sergey Brin, Ph.D. students at Stanford working on the Stanford Digital Library Project . It was a funded project and never aimed to make any money. Gradually when their page rank algorithm started working wonders then later proper search engine was launched.
Originally the search engine used the Stanford website with the domain google.stanford.edu , Later it was independently launched . The point is Google was never meant for any commercial use but later the model of text ads was inhibited in the project for revenue. So you cannot classify any target audience for google because Google itself doesn't do so :)
