Dial-Up is a type of internet connection, using a telephone modem and telephone wire connected to your dial up host, or ISP (internet service provider). It is extremely slow and in some way sprimitive. DSL works in the same manner but uses a fiber optic channel to travel on and is often times much quicker as it is a digital signal rather than analog, hence why you need a modem to convert the signal to a readable format.
