Normally, the area outside of a city would be called a suburb. Or you could call it a rural area. Rural normally refers to an area where a lot of farming occurs.
Simply put, an urban area is a city or town of densely populated area. A suburb is the surrounding area of homes outside of the city or town. Outside of the suburban area is a rural area which is generally country that is sparsely populated.
