They both can be as good as each other. You need to pay real money on Habbo to get Habbo credits (Habbo money). On Club Penguin, you need to pay real money to be able to buy clothes, furniture, most pets and attend special areas in parties.
I would say that maybe Club Penguin is slightly better because you can get lots of free things when a party arrives. On Habbo, you can't really get furniture for free and have to pay for credits in order to buy things. Also the VIP's and members of the Habbo Club always treat the people without credits badly.
