Jailbreaking is a process that allows iPad, iPhone and iPod Touch users to homebrew applications on their devices by unlocking the operating system and allowing the user root access. Once jailbroken, iPhone users are able to download many extensions and themes previously unavailable through the App Store via unofficial installers such as Cydia. A jailbroken iPad, iPhone or iPod Touch is still able to use the App Store and iTunes.
You can get them jailbroken for a couple of pounds from Ebay, i got mine done not long ago:)

Jailbreaking can only be done for iPod Touches and iPhones. No other phone has the ability to be jailbroken. For an iPhone, you need to download a software from the internet to jailbreak it.

I can't tell you exaclty how this is done however i do know that it requires your iphone to be jailbroken as you need to manually insert it within your filesystem via SSH (something you can only do on a jailbroken phone)
