I think an iPhone 4S because it has Siri. It's very easy to use and is also better than an iPhone 4. It's faster and includes more features.
In general, I believe the iPhone 4s is better, but in all reality, which one you should get depends if you would actually use all the better features of the iPhone 4s. If you want best quality videos and photos, if you need a personal assistant(Siri), or if you need more than 8 Gb of space on your iPhone(for all your apps, music, movies, photos, and such), then you will want to purchase the iPhone 4s.
Keep in mind that the iPhone 4 is not in production with more memory than 8 Gb, but through the internet(eBay, Amazon, or other sites as such) you may be able to find an iPhone with more memory.
Well obviously the newer the iPhone, the better it is considering Apple does not make phones that specialize in any one field. But to make it easier for you to see the difference, I will make a quick bullet list of comparisons.

- about an once lighter than 4S (lightest iPhone ever actually)
- 4G LTE speeds
- new reversible lightning charging connector
- faster A6 processor
- faster 5Gz Wi-Fi if you have an 802.11n router (opposed to 2.4Gz)
- smaller lighter Nano-SIM
- better low light support in camera
- 1.2 megapixel fron facing camera (opposed to the horrible VGA on 4S)
- 720p video on front facing camera (opposed to VGA)
- backside illumination sensor
- better video stabilization than 4S
- take still photos while recording video
- face detection while recording video
- comes with Apple's new EarPods instead of regular headphones
- slightly longer battery life in standby and browsing times
I would not recommend coming to a conclusion with either until you wait and see what Apple next iPhone (coming in September) has to offer. Even if it does not suit you, you can then get the iPhone 5 for a heavy discount.
