That is a tough question and largely depends on the keyword market which you are promoting a product in. What I will say is that most often, forums (industry specific) may allow these (hoplinks).

Social Media sites largely frown on these as well as search engines (will hurt SEO) because they are considered SPAMMY.

I've tried several ways to get sites to accept these (example url shortners) however, no luck yet. A technique that works really well (although page will be punished from a SEO standpoint) is '301' redirect links. Assign a page to on your site to handle the redirect (with hoplink inserted).
