I presume the person was interested in knowing whether the same charges are applicable for the cell phone usage if he uses the cell phone in Kodaikanal. So if one purchased SIM Card in either chennai or in some other district of tamilnadu, he can roam around throughout tamilnadu. The charges are same everywhere. It is just the local circle roaming.
