It means just what it says, the user has not taken the time to set up his voicemail box. Until this has been done it is not possible to leave voicemail for that person when their line is unavailable. The line could be unavailable if they are busy with another call or they are in do not disturb mode.
If you are blocked you would not be passed off to voicemail, instead you would hear a different message with a numeric error code indicating calls to that number are not possible.
