When your modem connects to the internet the current connection speed is stored in a memory space within the modem.

If your device driver for the modem is a little buggy, Windows may sometimes mis-read this figure, and it will round to the nearest base-2 value.

If you plug your modem in via USB, then upgrade the driver for your modem.

If you connect via Network Switch or Router, then Windows will report the connection to the router, not the speed the modem is connected to the internet.
