ICANN = internet Corporation for Assigned Names and Numbers
You can read more about them on WikiPedia
However if you are asking where you an personally start the process of registering a domain name. That would be with a web hosting company or a registrar.
The registrar/hosting company will register the domain for you with ICANN and you pay the registrar/hosting company. The domain name will be registered in your name. You can grab any name as long as it is available.
A great tool to check if a domain name is taken is MxLookup I would not recommend using a hosting company or a registrar to look up if the domain name is available. This is because sometimes they will go ahead and grab it and put it in a "holding" state for you. That means you won't be able to register it with another company.
So while you compare cost/features use MxLookup
My personal favorite web host is: Bluehost

When that person dies a if a will has been registered in the system, then that will be sent out to the person on the top of the list and they sort it out. Or the will is with someone. And there are names on the will and what they will get.

It is unlikely that you will find somewhere that offers up a specific list of suggestions for quality domain names as those names would most likely be taken as soon as such an article was released. However, if you have an idea of what you would like your domain name to include then most domain registrars (such as GoDaddy) will offer a list of similar suggestions when you search for your domain. There is also "Domain Tools" which offers a specific tool where you can input keywords and it will offer up suggestions based on that. There are also some accepted conventions that can help when considering your domain name, there is a great guideline of these on "The Site Wizard."
There are sites all over the internet that do just that. Go Daddy is one of the best places to check out domain names that are for sale on the internet.
You can buy and register unused or lapsed domain names through domain registrars like GoDaddy, Namecheap, or Bluehost. Additionally, platforms like Sedo and Flippa specialize in buying and selling domains, allowing you to find valuable lapsed domains. Ensure to research the market for domains that have potential resale value, focusing on keywords and trends. Once registered, list your domains for sale on these platforms to attract potential buyers.
